Teaching-Scientific Council

The Teaching-Scientific Council is a managing and technical body of the Faculties that are part of the University.  

The Teaching-Scientific Council is composed of the full-time and extraordinary professors and assistant professors at each faculty separately.

Provided the sessions are attended by more than a half of its members, the decisions of the Teaching-Scientific Council are fully binding and made by a majority vote of the members present. The members of the Managing Board and the Manager, although without a right to vote, can also attend the sessions of the Teaching-Scientific Council. The assistants, junior assistants and students do not take part in the election of teaching titles.
   
The sessions of the Teaching-Scientific Council are prepared, convened and presided over by the Dean, and in case of his/her absence or incapability, this is performed by one of the Vice-Deans.
 

AUTHORITY

As an expert body of the Faculties, the Teaching-Scientific Council:

  • submits to the Senate a proposal for a four-year development program and an annual working program;
  • submit to the Senate a proposal for scientific-research activities;
  • submits to the Senate a proposal for study and subject programs;
  • performs promotions of teaching staff members into teaching-scientific and teaching-professional titles and submits them to the Senate for verification;
  • forms Review Commissions for preparation of reports on election of teaching-scientific titles;
  • proposes to the Senate a procedure for establishing postgraduate and PhD studies;
  • proposes to the Senate a promotion of the teaching, scientific-research and applicative activities;
  • proposes to the Senate the number of students to enroll in the first year of the undergraduate, postgraduate and PhD studies;
  • proposes to the Senate undertaking measures for taking on and specializing the teaching-scientific junior assistants, as well as for working with particularly successful and talented students;
  • suggest to the Senate candidates to be appointed or relieved of duty from the EURM Evaluation Commission and the Evaluation Sub-commissions at the departments;
  • proposes to the Senate an Evaluation Directive for EURM to be enacted;
  • proposes to the Senate formation of permanent or temporary commissions and other working bodies dealing with issues in its jurisdiction;
  • proposes to the Senate organization of domestic and international assemblies, symposiums, counseling, and so on;
  • proposes teaching-scientific and professional stays abroad for approval by the Senate;
  • proposes improvements of the library, the library-information system, the performance of the library-information and archive services, as well as the computer network;
  • proposes enactment of general acts;
  • proposes appointing or relieving of duty of Deans or Vice-Deans;
  • proposes appointing or relieving of duty of department managers on the request of the collegiate body of the departments;
  • proposes announcements for a vacancy for teaching-scientific staff and associates and announces competitions for electing teachers-scientific titles and associates;
  • proposes formation of organizational units at the premises of EURM and out of it;


The Scientific-Teaching Council performs other activities as defined by the Law and the University’s general acts.
